The Federal Energy Regulatory Commission requires that each
entity that is affiliated with Dominion Virginia Power and that has filed a
rate schedule providing for sales of energy at wholesale at market-based rates
(a “Wholesale Marketing Affiliate”) must file and comply with a Code
of Conduct that governs the relationship between them.
One of the requirements of the Code of Conduct is that all
exchanges of market information between Dominion Virginia Power and the Wholesale
Marketing Affiliate must occur pursuant to postings on an Electronic Bulletin
Board (“EBB”).
When Dominion Virginia Power and the Wholesale Marketing
Affiliates make offers to each other to sell electric energy and/or capacity,
they are required to make those offers available simultaneously to non-affiliates
pursuant to an EBB posting. They also are required to post the prices at which
affiliate transactions occur.
This EBB contains the communications of market information
between Dominion Virginia Power and the Wholesale Marketing Affiliates. It also
contains the communications of power sales offers and transactions between Dominion
Virginia Power and its Wholesale Marketing Affiliates.
