Dominion proposes to construct a double-circuit 230kV line in Caroline County. This approximately 5-mile line is planned between the Ladysmith Generation Facility Site and the existing Bear Island-Fredericksburg 230kV Line, and will be built entirely within an existing, cleared right-of-way.

The Virginia State Corporation Commission (SCC) application for Ladysmith CT-Line #251 Junction was filed by Dominion on February 22, 2008.

The company filed an application with the SCC for two additional combustion turbine units at its Ladysmith Generation Site and received a Final Order granting a Certificate of Convenience and Necessity on August 24, 2007. The new transmission line is necessary to interconnect these planned generation facilities to the power grid. It also helps ensure the future reliability of the transmission line network.

The proposed transmission line is planned on an existing 250-foot right-of-way. The Ladysmith-Possum Point 500kV line is located on the south side of this easement. The new transmission line will be constructed along the north side of the easement and is needed by May, 2010.
