On 05/17/2004 at approximately 1017 hrs Dominion Virginia Power spoke with a power marketer advising them that a transmission system emergency has been relieved allowing an IPP within VAP's
control area to be available to come online.

In a non-recorded phone conversation on 4/28/2004 a non-affiliated marketer was told that if we are not exercising discretion then daily firm requests must be made prior to 10:00 AM day ahead.
If they are made after that time they will not be considered. However, if discretion is being observed, daily firm requests can be accepted even if they are made that same day.
While this option is mostly available, Murphy's Law is that we are not exercising discretion when the marketer needs the firm transmission the most.
The marketer was told to check our business practices for instances when discretion definitely will not be exercised. HNF timing was also verified.

As authorized in a December 5, 2003 e-mail from Kevin R. Smith, Vice President, Tenaska Power Services Co., Dominion Virginia Power Transmission Provider function will provide real-time telemetry
data and daily meter readings for the combined cycle generating units owned by Tenaska Virginia Partners, L.P. while Dominion Energy Supply group (an affiliated merchant group) is purchasing test
energy from this facility. Upon notification to the Transmission Provider that the facility has or will commence commercial operation, this data will cease to be provided.
