Registration Documents and Forms
Prior to submitting an application for registration with
Dominion Virginia Power, an applicant must obtain either a Competitive Service
Provider (CSP) license or an Aggregator License from the Virginia State Corporation
Commission.
CSPs and Aggregators interested in participating in the Company's
energy choice program must submit the appropriate registration documents in
addition to other registration requirements detailed in Section 6.0 or 24.0
of the Competitive Service Provider
Coordination Tariff. For each of the agreements and forms submitted, provide
the requested information, endorse the signature areas by a qualified representative
of the applicant, and mail the original, signed documents to:

CSP Registration
A CSP registration application must include the following

- Trading Partner Set-Up Form, Trading Partner Certification
Checklist, and Rate Ready Billing Form (if applicable)
- Competitive Service Provider Agreement, Trading Partner
Agreement, Transmission Service Agreements, and Transmission Customer Designation

An Aggregator registration application must include the

AGREEMENTS
Sign three originals and return to Supplier Relations
for further execution by Dominion Virginia Power. Dominion Virginia Power will
return an original of each fully executed agreement for the Competitive Service
Provider's records.
Competitive Service Provider Agreement
(PDF)
Agreement to allow Competitive Service Providers to do business with Dominion
Virginia Power’s distribution unit.
EDI Trading Partner Agreement
(PDF)
Agreement to establish the transmission of data through Electronic Data Interchange
(EDI) between Dominion Virginia Power and the Competitive Service Provider.
Aggregator Agreement (PDF)
Agreement for aggregators who want to access the Dominion Virginia Power secured
website.
Transmission Service Agreements
Agreements to transport electricity through Dominion Virginia Power's transmission
facilities must be executed with PJM. Select the applicable attachments from
PJM's Open Access Transmission Tariff (OATT) from the link below. Submit to
PJM as instructed. All applicants are encouraged to become familiar with PJM’s
Open Access Transmission Tariff (OATT).
FORMS
Aggregator Registration Form (MS
Word)
The Aggregator Registration Form is specifically for aggregators, as defined
by 20 VAC 5-312-10 of the Virginia State Corporation Commission's Rules Governing
Retail Access.
CSP Registration Form (MS
Word)
Provides Dominion Virginia Power with basic information about the CSP including
credit, banking and contact information. This form is a prerequisite for EDI
Certification Testing.
Trading Partner Set-up Form (MS
Word)
Provides Dominion Virginia Power with EDI contact information and the Trading
Partner's EDI identification.
Trading Partner Certification (TPC) Checklist
- Competitive Service Providers (Excel)
Provides Dominion Virginia Power with areas of known EDI non-compliance,
exceptions, and information on understanding your responsibilities.
Rate Ready Billing Form (optional form for rate
ready billing) (Excel)
The Rate Ready Billing Form is required when the CSP elects to have Dominion
Virginia Power perform rate ready billing. The CSP must provide Dominion Virginia
Power with information about its rates in order for Dominion Virginia Power
to calculate the CSP's charges.
Security Administrator Form (MS
Word)
Provides access to Dominion Virginia Power's CSP secured sites for the
individuals specified on the form. The Security Administrator serves as the
primary point of contact for Supplier Relations on secured site inquiries
for the CSP.
Transmission Customer Designation Form (MS
Word)
Provides information on the designation of the Transmission Customer
who will be obtaining transmission service on behalf of the CSP. Refer to
Section 4.0 of the CSP Tariff.
