Getting Started

The Home Energy Improvement program is a free in-home energy audit and improvement program for income-qualified customers.  If you qualify, an energy specialist will be sent to examine your home, generate a custom audit report on your home and complete energy efficiency improvements with your permission.

Program Details

Income qualifying families are eligible for a free in-home energy evaluation.  Qualifying neighborhood homes will be visited by an energy expert where energy conservation measures will be identified and implemented.  No improvements will be made without the homeowner's permission.  Measures may include:

  • Weather-stripping
  • Sealing cracks
  • Caulking windows
  • Wrapping pipes
  • Low-flow showerhead replacement
  • Attic insulation
  • Free Compact Fluorescent Light bulbs
  • Replacing air filters (provide extras)

Verify The Contractor

Depending on where you live, you might see technicians in your neighborhood going door-to-door to promote the Home Energy Improvement program.  Before you open the door, take these steps:

  • Ask to see their Dominion contractor identification badge;
  • Look for the contractor name, GoodCents, stitched on the technician’s shirt and on their truck; and
  • Look for printed materials with the Dominion logo explaining the program.

  • Richmond:  Starting May 2010
  • Norfolk, Chesapeake, Portsmouth, Suffolk and Virginia Beach:  Starting December 2010
  • Newport News, Hampton:  Starting November 2011
  • Petersburg:  Starting November 2011
  • Fredericksburg: Starting February 2012
  • Arlington: Starting February 2012
  • Hopewell: Starting April 2012
