Heating and Cooling Terms and Conditions

The Heating & Cooling Repair Program (“Program”) by Dominion Products and Services, Inc. (“Dominion”) covers all eligible residential forced air heating and cooling systems fueled by electric, gas, propane or oil in single-family residences.

  1. The Program is intended for the repair of systems, not the replacement of systems, which Dominion deems beyond repair. An eligible system is defined as consisting of one heating and/or one cooling unit that is functioning properly with no pre-existing condition as of the date of enrollment, configured as follows: Furnace and/or Central Air Conditioning, Stand-alone Heat Pump, or Heat Pump/Furnace combination.
  2. Listed monthly Program price is for a single system. Additional systems may be covered under the Program for an additional per system fee equal to the monthly Program price. The Program does not cover mobile home units.
  3. Coverage under the Program starts after the first payment is received and enrollment in the Program exceeds 30 days. Coverage continues thereafter so long as the customer makes timely payments. Customer payments prepay coverage under the Program. Coverage is suspended at the end of the prepaid period in cases of nonpayment. A customer’s account must be in good standing (current) to receive repair service under the Program. Customer may cancel participation at any time.
  4. The Program covers all residential equipment makes and ages unless restricted due to unavailability of repair parts. Dominion and its contractors shall not be responsible for service or parts the customer or a third party provides. The Program covers all parts and labor, unless excluded elsewhere in paragraph 5 of the Terms & Conditions. For each claim visit, customer will be required to pay, in advance of any work being performed, a fifty-dollar ($50) service/trip charge. Any customer payment for parts and labor not covered under the Program must be made directly to the contractor.  Dominion Products and Services, Inc. will not reimburse the customer for work performed by the customer or by a third party.
  5. The following are excluded from the Program: commercial systems, boilers and water heater based systems, steam systems, geothermal heat pumps, gas engine driven heat pumps, or radiant floor/ceiling heat; routine maintenance such as coil cleaning, duct cleaning, filter replacement, condensate drain clearing and seasonal turn-ons/turn-offs; add-on components including humidifiers, electronic or electrostatic air filters, electronic zoning systems, ultraviolet light systems and condensate lift pumps; auxiliary components including ductwork, grilles & registers, equipment casing/enclosures, condenser pads, snow legs, flues and chimneys. The following coverage limitations apply: The repair/replacement of compressors, indoor & outdoor refrigerant coils and heat exchangers will be limited to the manufacturer's parts warranty period. Refrigerant leak repairs occurring in areas other than indoor & outdoor refrigerant coils will not be made for systems greater than fifteen (15) years of age.  Dominion reserves the right to make final coverage eligibility decisions.
  6. All covered equipment must be installed to manufacturer’s specifications and meet code requirements. Dominion reserves the right to inspect equipment for sixty (60) days after receipt of customer’s application and to reject application if equipment to be covered is not functioning properly with no pre-existing condition. Customer must designate covered system(s) when multiple systems are present. If the customer does not designate the covered system, the default system shall be deemed to be the largest system serving the main/first floor of the dwelling. 
  7. Dominion contractors must have safe access to, and safe working conditions at and around all covered equipment. 
  8. Dominion’s liability to the customer is limited solely to repairs. Dominion shall have no other liability for any other direct, indirect, special, incidental, consequential or other damages. Dominion will not be responsible for damage caused by the customer, third parties, natural disasters, acts of God or other insurable causes. 
  9. Dominion shall have the right to modify the Program, from time to time, and will provide thirty (30) days written notice of material changes. Dominion shall also have the right to terminate the Program on ninety (90) days written notice.
  10. By enrolling, the customer: a) represents that, to the best of his/her knowledge, equipment to be covered is functioning properly with no pre-existing condition; b) if a customer of Dominion Virginia Power (DVP), authorizes DVP to provide Dominion Products and Services, Inc. with any information about customer’s account.
  11. Monthly Program charges will appear on the customer’s Dominion Virginia Power bill. Participants outside the Dominion Virginia Power service territory will receive an annual bill.
