Program Overview

What is the Non-Residential Duct Testing & Sealing program?

The Non-Residential Duct Testing & Sealing program promotes testing and general repair of poorly performing duct and air distribution systems in non-residential facilities. Non-residential customers can receive rebates for work completed by a participating contractor to seal ducts in existing buildings using program-approved methods.

What are the program-approved methods for duct testing and sealing?

Program-approved methods include aerosol sealant, mastic and foil tape with acrylic adhesive.

Do I have to use a contractor listed on the search site to perform the work?

Yes. Only qualified measures performed by a contractor participating in Dominion’s Contractor Network will be eligible for incentives.

Participation and Eligibility

Why should I participate?

Proper sealing of your non-residential facility’s duct and air distribution systems can significantly improve airflow, offering many benefits including:

  • Reduction in energy use can save you money.  Properly sealed ducts often pay for themselves in energy savings.
  • Eliminate hot and cold spots, evening the temperature throughout your facilities.
  • Reduce of the risk of pollutants entering and circulating through your facilities, improving overall air quality.


What are the steps to participate?

Contact a local, participating contractor (here's a list).

You will be contacted by the contractor to schedule your appointment at a time that is convenient for you.

On the day of your appointment, the contractor will perform a leakage test on your duct system to see how much heated or cooled air is escaping from your duct work.  Then the contractor will seal your duct system and test it again.  After sealing is performed, if your starting leakage has been reduced by a difference of 80% or if the total conditioned air leaking from your ducts is less than 15%, you are qualified to receive a rebate.

Will it cost me anything to participate?
The participating contractor you choose to perform the duct test and sealing process will provide the cost for performing the recommended measures. Upon completion of the work, a rebate will be submitted on your behalf, so your out-of-pocket cost will vary depending upon the rebate you receive for the measures installed.   Rebates must be submitted within 45 days of completed work.
Who is eligible to participate?
This program is open to Dominion Virginia Power business customers who have a demand of 10 megawatts or less and have not opted out of participation.  Customers must be responsible for their own electric bill and either be the owners of the buildings or be able to secure permission from the building owner to have the existing facility’s duct and air distribution systems tested and repaired. 
If I don’t own the building, can I still participate?

Yes. If you are responsible for the electric bill and are either the owner of the building or reasonably able to secure permission from the building owner to have the existing facility’s duct and air distribution systems tested and repaired you can participate.

What systems are eligible to participate?

Eligible systems include air handlers, air intake, return & supply plenums and any connecting ductwork.

Can I participate in this program and then choose to Opt Out shortly thereafter?

No.  If you participate in a program and receive a rebate, you cannot Opt Out for three years following the year of participation.

Example: Participation takes place in 2013, customer cannot Opt Out in years 2014, 2015, 2016 and will regain the ability to file an application for the 2017 season between Jan. 1, 2017 and March 1, 2017, provided the demand requirements are also met.

Rebate Information

What is the rebate amount that I can expect to earn with the Non-Residential Duct Testing & Sealing program?

Qualifying non-residential customers will receive a rebate based on the unit size of their A/C cooling equipment.*

When will I receive my rebate?

Please allow up to 90 days from the date all required information is received to process your rebate. Payment will be issued to the account holder and mailing address on record with Dominion - unless the customer has authorized the rebate to be paid to the contractor.

It is the responsibility of the customer to assure that all requirements for the rebate are met. Failure to provide any of the required information will delay processing of your application and could result in non-payment.

How can I check the status of my rebate?

Upon submission of your rebate, an email will be sent to the email address provided on the rebate form confirming the rebate has been submitted for processing. You may also call 1-888-366-8280 to check on the status of your rebate.
