Program Overview

What is the Duct Testing and Sealing Program?

Dominion Virginia Power’s residential Duct Testing and Sealing Program will promote testing and general repair of poorly performing duct and air distribution systems in your home. You can receive rebates for work completed by a participating contractor to seal ducts in existing homes using program-approved methods.

Participation and Eligibility

Why should I participate in the program?

Proper sealing of your home’s duct and air distribution system can significantly improve airflow, offering many benefits including the:

  • Reduction of energy use can save you money - properly sealed ducts often pay for themselves in energy savings
  • Elimination of hot and cold spots evens the temperature throughout your home
  • Reduction of the risk of pollutants entering and circulating through your home
What are the steps to participate?
  1. Contact a local, participating contractor to schedule your duct testing and sealing procedure. Here's a complete list of participating contractors or you can call 1-888-366-8280 for more information.
  2. The day of the appointment, the contractor will set up diagnostic equipment to pressurize the duct work in your home to determine the amount and location of duct leakage. The contractor will then implement measures to properly seal the duct work.
  3. Once the sealing process is complete, the contractor will run another pressurization test to ensure that the required leakage reduction of either 80% of the initial leakage or a total duct system leakage of 15% or less has been achieved.
  4. The contractor will ask for your information in order to complete the electronic rebate application for you.
  5. You will receive a confirmation email the day your rebate information is received.
  6. After you receive the initial confirmation email, you can check your rebate status using Manage Your Account or by calling 1-888-366-8280.
  7. Your rebate check will be mailed directly to you - unless you authorized payment directly to the contractor.
Do I have to use a contractor listed on the site?
Yes.  Only qualified measures performed by a contractor participating in Dominion’s Contractor Network will be eligible for rebates. 
What is the Dominion Contractor Network and why do I have to use a contractor from it?

To ensure the highest level of quality service is provided to our customers, Dominion’s Contractor Network has been established and consists of contractors who have undergone a submission process to become eligible to provide services/install measures prescribed as part of the suite of programs being offered by Dominion.

Contractors throughout Dominion’s service territory in Virginia are eligible to participate in these programs by agreeing to abide and maintain compliance with strict Terms and Conditions, and by maintaining good standing with Dominion and the Better Business Bureau.

Only qualified measures performed by a contractor participating in Dominion’s Contractor Network will be eligible for incentives.

I want to use my own contractor but they aren’t currently on the list. How can they join the network?

Contractors can learn more about and register to become a participating contractor in Dominion’s Contractor Network by going to or calling 1-888-366-8280.

Once their submission has been approved and they are members of the network in good standing, they can perform the services for the programs for which they have signed up.

Please note, that any work performed by a contractor prior to them joining the Dominion Contractor Network will not be eligible for rebates.

Who is eligible to participate in the Duct Testing & Sealing Program?

This Program is open to Dominion Virginia Power residential customers with heat pumps living in existing, single family residences or townhomes. Customer must be on a residential rate schedule. You must be responsible for your electric bill and either own the home or be able to secure permission from the owner to perform the repairs or improvements recommended. Homes must be at least five years old. Apartments, condos, mobile homes, geothermal systems, and homes with non-electric heat are not eligible.

If I don’t own my home, can I still participate?

Yes.  If you are responsible for the electric bill and are either the owner of the home or reasonably able to secure permission from the homeowner to have the services completed.

I live in an apartment. Can I participate?

Unfortunately this program is not available to apartments at this time.

Rebate Information

What is the rebate amount that I can expect to earn with the Residential Duct Testing & Sealing program?

The one-time incentive for completion of the procedure is $125.

You may also assign your rebate to the participating contractor for instant savings on the cost of services.  Not all contractors offer the instant rebate option.  Contact your participating contractor for additional rebate details.

Note: One rebate per unit.

When can I expect to receive my rebate?

Please allow up to 90 days from the date all required information is received to process your rebate. Payment will be issued to the account holder and mailing address on record with Dominion - unless the customer has authorized the rebate to be paid to the contractor.

It is the responsibility of the customer to assure that all requirements for the rebate are met. Failure to provide any of the required information will delay processing of your application and could result in non-payment.

How can I check the status of my rebate?

Upon submission of the rebate application, an email will be sent to the email address provided on the rebate form confirming the rebate has been submitted for processing. You may also check your rebate status using Manage Your Account or by calling 1-888-366-8280.
