eBill FAQs

What is eBill?

eBill is a paperless billing program. Once you enroll, you'll get an email each time your account has a new bill. The email will include summary bill information and a link to view your bill and other important billing information. You may also choose to pay your bill online.

Is eBill secure?

Yes. We use industry-standard encryption technologies when transferring customer data. When we transfer sensitive information, a secure server encodes all the data before it is transmitted over the Internet.

How does online billing and payment help protect my identity?

It may be safer to receive and pay bills electronically versus via postal mail. Research has shown that a thief is more likely to steal financial information - bank statements and bills - from your mailbox than online.

When you receive and pay your bills online, you have the added security of logging in to Manage Your Account with your unique username and password to get important account details, make a payment or update your information.

Will I still receive a paper bill?

No, you will no longer receive a paper bill via U.S. mail. Instead, you will receive an email each time your account has a new bill due. If you ever want a paper bill, it's easy to print a copy from your computer.

Be advised, however, we will send you a turn-off notice in the U.S. mail if your account becomes delinquent and is subject to disconnection.

How do I know when my bill is ready?

You will receive an email each time your account has a new bill due. Follow the link in the email to view your bill online.

You will also receive a reminder email three days before your bill is due, unless:

  • your account is paid automatically by bank draft,
  • your account is on an active payment plan,
  • your account has a disconnect notice or is in jeopardy of being disconnected, or
  • you have opted to not receive email reminders.
What does my eBill email notification look like?

You will receive your eBill email notification when your detailed bill is ready online.  Log in to Manage Your Account to see your detailed view, 12 months of bill history, make a payment, and much more.

What should I do if I don't get an email when my bill is ready?

First, it's important to note that you can view your bill online even if you have not received an email.

If you're not receiving emails from Dominion:

  • Sign in and go to your Profile to verify your email address is correct.
  • Check your spam folder. Certain email spam filters could be blocking your email. Adding our email address to your safe list will prevent the email from being blocked from your inbox.
  • Check to make sure your email inbox is not full and therefore unable to receive the email.

How do I view my bill?

Follow the link in your email or sign in, select your account, and select the bill you want to view. Up to twelve months of bills are available online.

Will I receive an email reminder to pay my bill?

For years, a paper bill served as a payment reminder. As a courtesy, we will send you a reminder email three days before your bill is due, unless:

  • your account is paid automatically by bank draft,
  • your account is on an active payment plan,
  • your account has a disconnect notice or is in jeopardy of being disconnected, or
  • you have opted to not receive email reminders.
How do I pay my eBill?

Make free payments with these two options:

  • Payments From Your Bank Account
    Sign in to Manage Your Account, select 'Make a Payment' and make same-day payments (up to 10 p.m.) or schedule payments.
  • Automatic Bank Draft:
    Enroll in our program and your payment will be automatically deducted each month from your checking or savings account.

You may also pay by:

  • Credit/debit card or electronic check (fee applies)
  • Online banking
When will my payment be posted to my account?

It varies by payment method:

U.S. Mail Allow 5-7 days.
Credit/debit card or electronic check (fee applies; payments made through BillMatrix, a third party) Payments posted before 5 p.m. EST Monday-Friday (except holidays) will be posted to your account that same day. Payments received after that time will post on the next business day.

Payments made before 10 p.m. EST will be reported to Dominion in time to prevent any pending disconnection of service.
 
Manage Your Account 

Payments made before 4 p.m. EST Monday-Friday (except holidays) can be scheduled for the following business day. Payments made after that time can be scheduled for the second business day. Payments are posted to your account the same day they are scheduled to be made.

Selecting the “Pay Now” payment option is available up to 10 p.m. EST and will send the payment information on the same day. This payment cannot be cancelled once scheduled.
 

Authorized Payment Centers  Payments made before 5 p.m. EST Monday-Friday (except holidays) will be posted to your account that same day. Payments made after that time will post on the next business day.

Payments made before 10 p.m. EST will be reported to Dominion in time to prevent any pending disconnection of service.
 
Can I participate in the Budget Billing and Automatic Bank Draft programs while enrolled in eBill?

Yes, the eBill program is compatible with our Automatic Bank Draft and Budget Billing programs.

How do I view bill inserts, newsletters or customer information that would have been mailed with my paper bill?

When you view your bill online, there are links at the bottom of the page to view this information.

How do I cancel eBill?

You can cancel your enrollment online anytime. Once you've stopped eBill, your next bill will be sent via U.S. mail. Your online access to "Manage Your Account" will still be available.
